Residents of Horizon West are gearing up to cast their votes for the District 1 Commissioner as the 2024 General election approaches. This election holds significant importance for the community because the individual elected as our Commissioner will directly influence the trajectory of Horizon West's growth and development for years to come.
Unlike incorporated cities and towns with their own municipal governments (like areas within the city limits of Winter Garden and the Town of Windermere) all of Horizon West is un-incorporated; therefore, it relies on Orange County for essential services and governance. From law enforcement and fire protection to zoning and public works, the county shoulders the responsibility of meeting the needs of this rapidly expanding community.
The governing board that oversees the county is known as the Board of County Commissioners. It is comprised of the Orange County mayor and one commissioner from each of the county's six districts. Each commissioner, including the District 1 commissioner, is responsible for representing their district and making decisions that impact their constituents and the county as a whole. The mayor and commissioners serve overlapping four-year terms.
The District 1 Commissioner election coincides with the presidential election cycle; however, the impact of this local race reverberates far beyond its ballot placement. It directly shapes the future of Horizon West.
Before the August primary, there were three candidates for the District 1 BCC seat: incumbent Nicole Wilson, challenger Austin Arthur and write-in candidate Stephen M. Davis.
Davis' late entry to the race on June 13, 2024 changed the election process. It pushed the race to the primary election that took place on August 20, 2024 where Wilson and Arthur were separated by just a handful of votes.
Since neither candidate secured a majority of votes, they will face each other again on the November ballot.
For Horizon West, the District 1 Commissioner plays a crucial role in addressing the specific challenges faced by our community. Serving as a vital link between residents and county government, the commissioner is tasked with understanding and advocating for our needs.

Nicole Wilson is the incumbent District 1 Commissioner. She is eligible to run for a second and final term. Austin is a member of several local organizations and charity boards and is an advocate for preserving natural environments and ensuring sustainable development.
